Detention in County and Municipal Jails During the COVID-19 Disaster

NACDL opposed an executive order in Texas to restrict mechanisms of release and suspend speedy trial protections.

In March 2020, Texas Governor Greg Abbott issued an Executive Order, GA-13, which, among other provisions, restricts the use of personal bonds, electronic monitoring, and release on earned good time credit for those with pending or prior charges of crimes involving alleged violence or threats of violence during the COVID-19 pandemic. The order also strips speedy trial protections for those in custody. NACDL joined with partners to urge Governor Abbot to rescind the order. 

In August 2021, District Court Judge Ron Rangel ruled GA-13 unconstitutional and unenforceable.
