The state court did not adjudicate Mr. Reddy’s ineffective assistance claim on the merits. The nature of PTSD supports the lesser-included offense of voluntary manslaughter. Any objective standard of reasonableness requires trial counsel to investigate and present evidence of known mental health disorders that are relevant to key issues in the case.
