Each day in the offices of active criminal defense lawyers letters arrive from our nation’s inmates. They seek help, they explain their innocence and wrongful convictions. Often they have received either a sentence of death or a long prison term. Their appeals are exhausted, they have little or no money for counsel. Some have been injured while in prison; they have been denied medical care. Some have been denied phone privileges and many complain that they have been victims of trumped-up institutional violations which have sent them to solitary confinement and delayed their parole. We have more that 2 1/2 million inmates in our nation’s jails together with another 4 million in post release status. Congress has limited the right to habeas corpus relief and we do not have a system in place whereby counsel are auto
