The Manual serves as a guide, providing defenders with national, state, and local legal procedures and provisions, accessible research and data regarding the harms of even brief period of pretrial detention, information about the PSA risk assessment tool in use in Harris County, and resources to help attorneys gather meaningful information to help facilitate their client's release from custody.
