BARRY SCHECK: "The Supreme Court's decision in Booker-Fanfan decisively
gives judges more independence and flexibility to sentence defendants,
and that's a good thing, but it isn't enough. What Congress really must
do is finally redress these draconian mandatory minimums, especially in
narcotics cases, which have put so many nonviolent offenders in jail,
inappropriately, with huge sentences."
